V2X – Follow the bouncing ball of M&A to learn about a GOVCON powerhouse

September 19, 2024Competitive Intelligence, Fedsavvy Strategies, Top GOVCON CompetitorsBrian Lindholm

In this blog we are exploring V2X, a company serving national security, defense, civilian, and international markets through operations and logistics, aerospace and aviation, training, and technology support. Headquartered in McLean, VA, V2X employs a global team of approximately 16,000 professionals.

Figure 1 – V2X’s merger and acquisition history since 2014.

V2X was formed through the merger of Vectrus and the Vertex Company in July 2022. This significantly expanded technology and service capabilities, allowing V2X to deliver a comprehensive suite of solutions supporting national security readiness and modernization initiatives worldwide.

The Vectrus entity originates from ITT Corp, which spun off its ITT Defense and Information Solutions business in 2011 to become ITT Exelis. In 2014, Vectrus was spun out from Exelis and later acquired SENTEL, Advantor, Zenetex, and HHB between 2018 and 2020 to bolster capabilities in base operations support, supply chain and logistics, IT mission support, engineering and digital integration, and maintenance, repair and overhaul services. Vectrus was previously headquartered in Colorado Springs, CO and included approximately 8,100 employees spanning 205 locations in 28 countries at the time of its merger with Vertex.

Vertex was originally founded in 1976 as Beech Aerospace Services. It was eventually acquired by American Industrial Partners from L-3 Technologies and renamed Vertex Aerospace in 2018. In 2021, Vertex Aerospace purchased Raytheon Technologies’ Defense Training and Mission Critical Solutions business lines and was renamed the Vertex Company. At the time of the merger with Vectrus, Vertex employed approximately 6,000 employees, over 40 percent of whom were U.S. Armed Forces veterans, operating in over 125 locations worldwide. Vertex provides expertise in all levels of aviation maintenance, worldwide contractor logistics support, systems engineering and integration, specialized onsite mission execution, training programs, and integrated supply chain solutions.

V2X’s Defense-Centric Portfolio

V2X’s federal portfolio is concentrated within the U.S. Department of Defense (DoD) supporting massive-scale programs with complex logistics, maintenance and sustainment requirements. A highlight of V2X’s flagship programs include:

  • U.S. Department of the Army, Army Sustainment Command (ASC), Logistics Civil Augmentation Program V (LOGCAP V) – In April 2019, legacy Vectrus was awarded a seat on the 10-year, $82 billion shared ceiling value LOGCAP V contract, which provides base operations support and sustainment services worldwide. Specifically, V2X was awarded regional task orders for both U.S. Central Command (CENTCOM) and U.S. Indo-Pacific Command (INDOPACOM) and has received $3.5 billion in funding thus far. LOGCAP V augments theater sustainment, engineering and base operations support forces with a capability that can rapidly respond to multiple global contingency and non-contingency missions across the entire continuum of military operations.
  • U.S. Department of the Army, Warfighter-Training Readiness Solutions (W-TRS) task order – In August 2024, legacy Vertex was awarded a five-year, $3.7 billion contract to provide readiness capabilities to the U.S. Army worldwide. Under the contract, V2X provides a flexible enterprise solution to seamlessly support hundreds of thousands of devices worldwide within the Army’s network of Training Aids, Devices, Simulations and Simulators (TADSS) to evolve warfighter training needs.
  • U.S. Department of the Navy, Naval Air Warfare Systems Command (NAVAIR), T-45 Maintenance and Contractor Logistics Support (CLS) task order– In October 2021, legacy Vertex was awarded a seven-year, $3.2 billion task order under NAVAIR’s Contracted Maintenance, Modification, Aircrew and Related Services (CMMARS) vehicle to provide maintenance and contractor logistics support (CLS) for the T-45 aircraft. V2X supports the PMA-273 Naval Undergraduate Flight Training Systems and the Chief of Naval Air Training and provides organizational, intermediate and depot-level onsite aircraft maintenance for the T-45 aircraft. The company also provides component repair, support equipment maintenance and CLS for more than 2,400 fixed/rotary wing aircraft. This was a recompete win, as legacy Vertex has provided two decades of support to this program.
  • U.S. Department of the Army, Program Executive Office (PEO Soldier), Gateway Mission Router (GMR) – In July 2024, V2X was awarded a four-year, $49 million contract to provide the Gateway Mission Router (GMR), which creates a fully converged operational environment on the battlefield for warfighters by integrating information and assured communications across multiple domains. The GMR provides real-time situational awareness and is adaptable for deployment across aviation and ground vehicle platforms.

The FedSavvy Strategies Takeaway

  • While the V2X name may be new, the company has a longstanding legacy through its Vectrus and Vertex entities of providing large-scale support across the DoD, including base operations support, supply chain and logistics, and aviation maintenance.
  • Many of V2X’s flagship programs operate on a global scale, including in the CENTCOM and INDOPACOM areas of responsibility, indicating the company’s strengths and experience in staffing and managing expertise in these regions.
  • Further building on their CENTCOM and INDOPACOM legacy, it shows what V2X is capable of pursuing and winning in OCONUS operating environments making them a competitor to be taken very seriously in logistics, supply chain management and military vehicle maintenance.
  • V2X has recently expanded its work within the Army through its GMR contract win, demonstrating an ability to enhance battlefield communications and further DoD’s overarching Combined Joint All Domain Command and Control (CJADC2) initiative.
