We last covered Guidehouse in April 2020, when it was a Veritas Capital-backed company operating as a standalone entity under the Veritas umbrella. Since then, Guidehouse has seen significant growth, culminating in its acquisition by Bain Capital Private Equity in December 2023.
Bain Capital, with a much broader portfolio and a larger international footprint, brings greater scale and strategic direction to Guidehouse. While the acquisition marked a new chapter for Guidehouse, it also served as an opportunity for Bain Capital to expand its footprint into the government contracting space.
The FedSavvy Strategies Takeaway
- Recent awards from the U.S. Army, Centers for Disease Control and Prevention (CDC), and U.S. Immigration and Customs Enforcement (ICE) demonstrate Guidehouse’s evolving market reach into defense financial management, public health infrastructure, and homeland security analytics. These wins highlight the firm’s adaptability and potential to scale in technology-centric sectors.
- In 2025, Guidehouse experienced a wave of contract cancellations, up to 62 contracts totaling $212 million, most notably from the U.S. Department of Health and Human Services (HHS). These losses, driven by U.S. Department of Government Efficiency (DOGE)-led policy and budget changes under the Trump administration, signal vulnerability in Guidehouse’s health-centric federal portfolio.
- While Guidehouse is expanding into new agencies and services, the simultaneous loss of key contracts highlights the need to manage portfolio concentration and navigate political volatility, especially in health and civilian mission areas, and potentially deepen investment in higher-growth markets, such as defense and homeland security.
Growth and Key Wins with U.S. Civilian Agencies

The National Institutes of Health (NIH) remains Guidehouse’s largest customer, accounting for 34% of its total federal portfolio. However, Guidehouse’s work with NIH has declined by 26% over the past five years, driven in part by the conclusion of several major contracts, including the $40 million Office of Logistics and Acquisition Operations (OLAO) Support Services task order and $143 million Software Support for Molecular Biology and Genomics Information Resources task order.
The U.S. Department of State (DoS) has emerged as a growth leader for Guidehouse, with a 65% increase in obligations over the same period. This growth is fueled by a series of contract wins, including the $344 million Program Management Support Services for Strategic Procurement Initiatives, $8 million PACS READERS, $107 million IRM/OPS/ENM Service Strategy Office (SSO) Program Management Support, and $47 million Identity Management System and Credential Management System (IDMS) Solution Operations and Maintenance Services.
The Administration for Children and Families (ACF) agency has also become a major contributor to revenue, with Guidehouse seeing 81% growth over the last five years. This is likely due to a key contract award for Grants Program Solutions and IT Support Services. This success was enabled through Guidehouse’s acquisition of Dovel Technologies in 2021.
Meanwhile, the U.S. Department of Veterans Affairs grew 6% and the Small Business Administration decreased 104% since FY2020.
While Guidehouse’s top federal customers by total spend drive the majority of its obligations, several recent wins highlight Guidehouse’s continued diversification across agencies and mission areas. Some of the most notable recent awards in the last 12 months include the following:
- U.S. Department of the Army, Financial Support Services – In April 2025, the U.S. Army awarded Guidehouse a three-year, $250 million ceiling value contract to provide financial support services. This effort aligns with Guidehouse’s established footprint in DoD financial management, building on prior work supporting the Army Working Capital Fund Infrastructure. While the Army is not currently one of Guidehouse’s top federal customers by total spend, this award could mark the beginning of a more strategic expansion within the department.
- U.S. Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), State and Local Health Agency Data System Modernization Contract – In July 2024, Guidehouse was selected by the Public Health Infrastructure Partners (PHIP) to provide direct technical implementation services to public health agencies in their data modernization efforts. The CDC provided $255 million in funding through the PHIP program that is collaborating with health agencies to modernize data systems, recruit and retain skilled public health professionals, and address public health infrastructure needs. Guidehouse was selected to develop an Implementation Center through the program, which builds upon previous investments made through PHIG with the goal of reducing the burden on public health agencies, health systems, and providers, labs, and other data providers to seamlessly exchange information for rapid detection of and response to health threats. While Guidehouse already has deep enterprise IT experience at NIH, this contract strengthens its position within CDC, a new growth area within the broader HHS portfolio.
- U.S. Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), Planning, Evaluation, and Analytics Support Services (PEASS) – In September 2024, ICE awarded Guidehouse a five-year, $27 million ceiling value contract to support the Homeland Security Investigations (HSI) Office of Administrative Operations (OAO) to deliver Planning, Evaluation, and Analytics Support Services (PEASS). Work includes providing data management, strategic planning support and implementation, performance measurement reporting, budget formulation, and data product maintenance development. This work reflects Guidehouse’s growing presence within the Department of Homeland Security and expands their classic management consulting services into one of DHS’s most operationally focused components.
Guidehouse Faces Contract Cuts Amid DOGE Policy Shifts
Guidehouse has faced notable setbacks in 2025, particularly tied to cuts enacted by DOGE under the Trump administration. The firm appears to have had up to 62 contracts canceled, totaling approximately $212 million in value. Much of this reduction comes from HHS, which is in line with the pullback of policy and health-related programs. Notable cancelled contracts include:
- In August 2024, the NIH awarded Guidehouse a $40 million ceiling value contract for business analysis and management support for the National Institute of Child Health and Human Development (NICHD). However, this contract was cancelled less than a year later in March 2025.
- In August 2024, the DHS U.S. Citizenship and Immigration Services (USCIS) awarded Guidehouse a $32 million ceiling value contract to support USCIS Office of the Chief Financial Officer in integrated financial support services. This contract was cancelled in June 2025.
