ManTech continues to be a major player in the defense sector, and this month, we’re taking a closer look at their latest moves, making waves in the GovCon market. Our previous analysis of ManTech came shortly after the company was acquired by The Carlyle Group in 2022, adding to a list of companies in the GovCon space backed by private equity firms. As ManTech continues to evolve under this ownership, expect them to make big swings, as an exit is likely inevitable in the foreseeable future.

The FedSavvy Strategies Takeaways
- ManTech’s federal portfolio has experienced both wins and losses over the last few years, with the most significant increases led by the U.S. Navy, U.S. Air Force, and Defense Health Agency (DHA) across programs most heavily focused on cybersecurity.
- ManTech is among the second list of “consulting contractors” targeted by the U.S. General Services Administration (GSA), meaning any support-focused programs are likely at risk of elimination.
- However, it seems likely that they will retain most of their flagship programs, as they tend to focus on higher-end engineering work rather than advisory and consulting services.
- ManTech’s large-scale wins over the last year and a half focus on emerging cyber capabilities, intelligent systems engineering and model-based systems engineering, RDT&E (research, development, test and evaluation), and Security Operations Center (SOC) management.
- The company has also recently demonstrated credibility in its AI tools, including through the ManTech Smart Portfolio Solution and ManTech Enterprise Smart Assistant to help clients identify time and cost savings.
- ManTech is complementing its technology investments with investments in its personnel by creating two Advisory Boards and an Innovation Center to help inform ManTech growth teams and expand mission support.
- The Federal Civilian Advisory Board is especially interesting given ManTech’s historic focus on the defense space. This suggests a push toward pursuing more opportunities within agencies like the U.S. Department of Homeland Security (DHS), which is expected to receive a significant budget increase in FY2026.
Deepening Defense Ties: ManTech’s New Wins

Over the last five years, ManTech has experienced contracting spend increases from the U.S. Navy, U.S. Air Force, and DHA, demonstrating a continued focus and investment within the defense domain.
On the other hand, ManTech has seen decreases in contracting obligations from top customers like the U.S. Army, U.S. Department of State (DOS), and U.S. Customs and Border Protection (CBP).
Some of this portfolio may be at risk, as ManTech was included in this month’s second set of 10 “consulting contractors” the GSA is targeting for potential contract elimination. More support-oriented programs are most likely to be on the chopping block for termination, unless ManTech can adequately provide data, analysis, and options for potential savings of their existing contracts.
ManTech’s new and noteworthy contract wins include the following:
- U.S. Department of Defense (DOD), Interagency Intelligence and Cyber Operations Network (ICON) task order – In July 2024, ManTech received a five-year, $1.4 billion ceiling value GSA Alliant 2 task order to facilitate rapid delivery of interagency intelligence and full-spectrum cyber solutions to mission partners within and across the entirety of the Intelligence Community, DOD, and Federal Civilian agencies. ICON covers a wide range of cyber solutions and services, and core objectives include emerging cyber capabilities, interagency cyber support, intelligence and cyberspace operations, and mission systems support.
- U.S. Department of the Navy, U.S. Marine Corps, Deputy Commandant for Information (DC I), Information Warfare Solutions – In December 2024, ManTech received a five-year, $269 million ceiling value IAC MAC task order to advise the U.S. Marine Corps’ Information Warfare programs through the application of Intelligent Systems Engineering (ISE), applying practices such as model-based systems engineering (MBSE) secured by the company’s Cognitive Cyber capabilities to enhance development of technical and operational solutions, conduct commercial product evaluation and assessment, perform training, and execute concept demonstrations and Field User Evaluations.
- U.S. Department of the Navy, U.S. Marine Corps (USMC), Marine Corps Warfighting Laboratory (MCWL) – In December 2024, ManTech received a five-year, $715 million ceiling value recompete contract to support mission-enabling research, development, testing and evaluation (RDT&E) of technology solutions central to Force Design – the U.S. Marine Corps’ broad initiative to transform the service’s force structure, weapons systems, equipment, and training.
- U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Security Operations Center (SOC) Management – In May 2025, ManTech received an eight-year, $200 million ceiling value task order to create and manage a Security Operations Center (SOC) that sets the model for efficient, reliable federal cybersecurity. ManTech is implementing its “cell-based” SOC approach that modernizes the traditional three-tiered SOC model. Leveraging lean agile principles and the integration of advanced technology, the cell-based SOC delivers greater efficiency and cyber effectiveness.
ManTech’s Future Forward: AI, Cyber Excellence and Strategic Customer Engagement
ManTech has typically been recognized for its expertise in high-end engineering programs, especially in areas like cybersecurity. The company appears to be doubling down on advanced technology, as demonstrated by some of its recent investments to bring improvements to its customers.
AI and Cyber Capabilities
In March 2025, ManTech announced it is operationalizing Google Cloud’s Vertex AI platform and Gemini models within a Controlled Unclassified Information (CUI) environment at Cybersecurity Maturity Model Certification (CMMC) Level 2, a milestone in achieving the secure adoption of advanced AI for government and defense applications. This implementation will help with tasks like large-scale data analysis and streamlined operations.
In January 2025, ManTech was awarded “first place” in the U.S. Navy’s AI Portfolio Optimization Challenge. The company showcased the ManTech Smart Portfolio Solution (MSPS) and ManTech Enterprise Smart Assistant (MESA) to demonstrate how generative AI can rapidly identify and replace obsolete systems data, resulting in reduced processing times and costs.
Just one month prior, ManTech achieved the top ranking by the Defense Contract Management Agency (DMCA) in the CMMC 2.0 Joint Verification Security Assessment (JVSA), demonstrating that the company has successfully implemented best practices to enable an elevated cybersecurity posture.
Customer-Focused Organizations
In addition to investing in advanced technologies, ManTech has established new organizations to better serve its federal customers and align efforts with mission priorities. These include:
- Federal Civilian Advisory Board – In August 2024, ManTech formed its Federal Civilian Advisory Board, which provides the company’s Federal Civilian Leadership and growth teams with strategic advice to enhance capabilities and mission support for federal clients. Members include former Senior Executives from the U.S. Department of Homeland Security (including from the HSI, CBP, FBI, and CIO), U.S. Department of Veterans Affairs, and U.S. Small Business Administration.
- Defense Advisory Board – A few months later, ManTech announced the formation of the company’s Defense Advisory Board to help ManTech’s Defense Sector Leadership continue to grow in the federal market. Members include retired U.S. Air Force, U.S. Navy, U.S. Marine Corps, and U.S. Army personnel.
- Kūmaumau Center – In October 2024, ManTech opened its new Innovation and Partnership Center in Hawaii, named the Kūmaumau Center. This center expands ManTech’s support of DOD missions in the Indo-Pacific region, strategically located in Honolulu’s growing high-tech corridor. The center will focus on solutions for mitigating contested logistics, enhancing integrated missile systems, advancing fixed and undersea intelligence surveillance, providing C5ISR support, and deploying Data @ the Edge (D@TE) technologies for secure communications in challenging environments. The Kūmaumau Center will also focus on full-spectrum cyber capabilities to protect against emerging digital threats.
