Figure 1 – A summary of recent, major contract wins.
Amentum wins Army takeaway contract
In October 2023, Amentum was awarded a five-year, $327 million contract to engineer, integrate and test advanced prototype command, control, communications, computers, cyber, intelligence, surveillance and reconnaissance (C5ISR) technologies and systems for the U.S. Army. Amentum provides technology and engineering solutions for prototyping projects executed by the Prototyping, Integration and Testing Division (PI&TD). This is a takeaway from Leidos.
CACI defends C5ISR recompetes
In October 2023, CACI was awarded a five-year, $917 million Air Force Research Laboratory (AFRL) contract to modernize C5ISR. CACI is implementing Agile and adaptable processes to develop mission software and data analysis capabilities to advance C5ISR and enhance information dissemination and decision-making across the Air Force and Intelligence Community. CACI has held this work since 2017.
In February 2024, CACI was awarded a five-year, $198 million contract to provide expertise to the Army Combat Capabilities Development C5ISR Center. CACI improves existing and future Army cyber defense capabilities for C5ISR systems by designing and rapidly fielding solutions to defeat emerging threats to tactical edge and enterprise systems. CACI has held this work since 2018.
GDIT awarded CENTCOM takeaway
In March 2024, GDIT was awarded a six-year, $922 million contract to modernize USCENTCOM’s enterprise IT infrastructure. GDIT is operationalizing AI/ML technologies to improve decision-making, transition CENTCOM to a new cloud environment, and enhance the effectiveness and efficiency of its network. GDIT is also leveraging its zero trust capabilities to bolster USCENTCOM’s cyber defenses and protect against future cyber threats. This was a takeaway from SAIC, who won the previous iteration in 2017.
Guidehouse wins ICBM takeaway
In February 2024, Guidehouse was officially awarded the 18-year, $12 billion U.S. Air Force Integration Support Contract 2.0 (ISC 2.0) to provide systems engineering and integration support services for intercontinental ballistic missiles (ICBM). Guidehouse augments government resources for systems integration of Minuteman III, next-generation ground-based strategic deterrents or any future ICBM weapon system, subsystems and components developed across the lifecycle of the contract. BAE Systems was awarded this contract in 2022, but after a reevaluation, the award went to Guidehouse. BAE’s price was low in comparison to the incumbent contract, and in combination with Guidehouse’s Outstanding Technical evaluation, the contract was re-awarded. BAE was the incumbent on this program beginning in 2013.
Leidos captures takeaway from long-time incumbent
In September 2023, Leidos was awarded the 10-year, $7.9 billion CHS-6 contract to provide the U.S. Army with rapid procurement of IT hardware solutions. Leidos will leverage its Leidos Intelligence Logistics Platform to help enable better-informed, timely decision-making throughout the C5ISR and mission IT lifecycle in support of more than 120 Army, DoD, and federal government offices and agencies. This was a takeaway from General Dynamics, who has held every iteration of this contract since 1995.
Leidos wins significant DOD recompetes
In March 2024, Leidos was awarded a five-and-a-half-year, $158 million contract to develop and expand the U.S. Air Force’s Command and Control Incident Management Emergency Response Application (C2IMERA) at Kessel Run. Leidos is continuing to develop C2IMERA and working to expand the system to include all Air Force installations, associated forward operating locations and contingency locations for C2 and emergency management requirements. C2IMERA is a Leidos-developed, government-owned software application system providing an integrated composite picture of wing and unit resources. Leidos developed C2IMERA at its Leidos Software Factories and, in 2018, it became the first externally developed program to be integrated into Kessel Run.
In April 2024, Leidos was awarded the 10-year, $631 million Development, Integration, Acquisition, Bridging to Logistics & Operations (DIABLO) contract to help the U.S. Army develop, acquire and provide life cycle support to tactical aerial intelligence, surveillance and reconnaissance sensors and integrated systems. Leidos supports the Project Director Sensors-Aerial Intelligence (PD SAI) in fielding lifecycle services for its portfolio of AISR sensors across multiple intelligence areas such as electro-optical/infrared, SIGINT, GEOINT and MASINT. Leidos has owned this work since 2019 through a contract supporting low-profile intelligence aircraft systems such as the ARL-M, ARL-E and Saturn Arch.
LMI secures recompete wins in the Federal Civilian space
In October 2023, LMI was awarded a five-year, $604 million contract to support the U.S. Border Patrol’s Program Management Office Directorate (USBP PMOD). LMI supports PMOD as it modernizes and expands its technology capabilities through the provision of program management, lifecycle logistics management, technical and engineering support, and environmental planning support. LMI was the incumbent on this contract and work has expanded to include all USBP Headquarter Directorates: Strategic Planning and Analysis Directorate, Law Enforcement Operations Directorate, Mission Support Directorate, and the Chief of Staff’s Office.
In November 2023, LMI was awarded an eight-year, $670 million contract to provide support to various projects for the U.S. Postal Service (USPS). LMI assists the executive leadership, improves global and electronic commerce and enhances internal operations as the USPS develops new products and services. LMI was the incumbent on this program.

Peraton performs overall program management, operations and planning, intelligence support, cyber operations support, plans and policy support, information advantage operations support, media relations support, security operations, and training exercises. This is a recompete win of a contract Peraton has held since December 2018.
Peraton officially awarded SITEC 3 contract
In February 2024, Peraton was awarded the eight-year, $2.8 billion Special Operations Forces IT Enterprise Contract (SITEC 3) Enterprise Operations & Maintenance (EOM) task order to provide USSOCOM, its component commands, theater special operations commands (TSOCs), deployed forces, CIO/J6, and end users with IT platform and network services. Work includes operations and maintenance services to maintain network operations (NetOps), maintain systems and network infrastructure, provide end user and common device support, and provide configuration, change, license and asset management.
