“Go fast, think big.” – LTG Collins, Director, Missile Defense Agency
At the 2025 Space & Missile Defense Symposium in Huntsville, Alabama, the Golden Dome for America (GD4A) initiative emerged as one of the most ambitious strategic defense efforts discussed in recent memory. The scale of attendance, filling much of Propst Arena, made one thing clear: industry is paying attention.
This blog summarizes key updates shared during the GD4A Industry Day led by the Missile Defense Agency (MDA), with participation from multiple Department of War (DoW) organizations involved in executing different components of the architecture.
If there is one theme that defines GD4A, it is this: speed and scale must coexist.
What Is Golden Dome for America (GD4A)?
Golden Dome for America (GD4A) is a proposed layered, integrated missile defense architecture designed to provide comprehensive strategic defense across domains. It seeks to integrate sensors, weapons, AI-enabled decision systems, cyber protection, and forward-edge command and control into a unified operational framework. GD4A is not simply a new missile system. It is an ecosystem of interoperable capabilities designed to operate across layers.
At its core, GD4A is about integrated deterrence through technological acceleration.
The GD4A Conceptual Architecture Explained
The overall GD4A architecture consists of five integrated components. The overarching connection among them is domain awareness, which drives GD4A’s overall effectiveness.
1. Space Layer
Persistent overhead sensing and tracking.
2. Upper Layer
Engagement of advanced and long-range threats.
3. Under Layer
Regional and terminal defense capabilities.
4. Limited Area Defense
Deployable, localized defensive packages.
5. Domain Awareness (The Integrating Layer)
Domain awareness is critical to every aspect of this architecture. It is the connective tissue that enables all other layers to function cohesively. While these are described as “layers,” they are not independent systems. Overlap and integration are essential.
More on the other layers available in our exclusive content as we develop more resources for you.
Domain Awareness: The Most Critical, and Most Vulnerable, Element
Over the course of the three-plus-hour briefing (which, candidly, felt longer), one message became unmistakable:
Domain awareness is both the linchpin and the soft underbelly of GD4A.
Domain awareness must enable:
- Secure cross-layer communication
- Maximum resiliency and security are key
- Sensor-to-shooter interoperability
- Real-time data distribution across ALL layers via advanced data mesh architecture
- AI-driven decision support
- Multi-domain security and data assurance
- Optimization of interceptor usage (“do not waste shots”)
Current domain awareness systems are insufficient for GD4A’s speed and scale requirements. Significant technological leaps are required. There are significant opportunities here.
Key Vulnerabilities Identified:
- Defensive cyber posture
- Data transport across all layers
- Threat complexity processing
- User-specific operational customization (e.g., different Combatant Commands)
Each shooter must be able to use any sensor. Without that capability, the layered model collapses.
Cyber defense, in particular, was described implicitly as the most likely attack vector. Maximum resiliency and redundancy are mandatory.
Minimum Capability Package (MCP): Deployable Limited Area Defense
The then Program Executive Office (PEO) for Missiles and Space introduced the Minimum Capability Package (MCP) concept. Editor’s note: this is now under PAE Fires.
The MCP is envisioned as:
- AI-enabled
- Remotely operated
- Autonomous fire-controlled
- Rapidly deployable
- Adaptable to geographic threat environments
MCP Requirements Include:
- AI-driven fire control with minimal human intervention
- Communications beyond ground-based fiber
- Universal and resilient power supply
- Remote software updates and security patches
- Rapid mobilization capability
- Data analytics for performance and threat assessment
- Robust cyber protection
- Interoperability with current Army systems
- Operation across diverse environments
The MCP reflects a shift toward modular, flexible, forward-deployable defense capabilities.
Test and Evaluation: Speed Over Perfection
A major cultural shift was highlighted:
Perfection cannot precede testing.
Current test and evaluation processes are viewed as:
- Too slow
- Too expensive
- Too risk-averse
GD4A demands acceptance of a higher test risk in exchange for development velocity.
Required Improvements:
- Increased instrumentation capacity
- Expanded laboratory virtualization
- Advanced digital engineering tools
- Faster test data analysis
In short: iteration must outpace adversary adaptation.
Advanced Capabilities MDA Is Seeking
MDA emphasized active interest in the following areas:
- Expanded wargaming (including tactics development)
- Cyber defense advancements
- Kinetic and hypersonic threat interception
- Modular equipment design
- Low-cost interceptors (reduced cost-per-kill)
- Non-kinetic and electronic warfare for magazine depth
- Next-generation forward-edge command, control, and integration
On-demand connectivity - Integration of non-traditional capabilities
- AI-enabled data-driven decision aids
- Multi-domain security assurance
- Forward-edge C3 processing
Cost efficiency and scalability were repeated themes. Magazine depth and affordability matter.
Acquisition Pathways: How MDA Will Engage Industry
In addition to the SHIELD IDIQ contract vehicle, MDA introduced a new acquisition pathway named NOBLE, focused on engaging non-traditional contractors.
NOBLE leverages:
- Broad Agency Announcements (BAA)
- Commercial Solutions Openings (CSO)
- Other Transaction Authority (OTA)
- Procurement for Experimental Purposes (PEP)
- Grants and Cooperative Agreements
- Cooperative Research and Development Agreements (CRADA)
The clear intent: accelerate innovation by lowering traditional contracting friction.
Final Reflection: What “Go Fast, Think Big” Really Means
The scale of the GD4A Industry Day and the urgency embedded in every discussion suggest something more fundamental:
- Speed is now a strategic requirement.
- Integration is no longer optional.
- Cyber resilience is existential.
The GD4A initiative aims to reimagine missile defense as a living, adaptive, AI-enabled ecosystem rather than a collection of platforms.
As LTG Collins stated, the directive is clear.
Go fast. Think big.
Most importantly, be prepared to move before everything feels comfortable.
