ECS Federal continues its steady growth in high end technology development and services

January 21, 2025Competitive Intelligence, Top GOVCON CompetitorsBrian Lindholm

We last covered ECS Federal (ECS) in March 2019 and highlighted its shift in focus from core services in IT infrastructure support, management, and operations towards a new portfolio of higher-end services in cloud, cybersecurity, IT modernization, and advanced R&D, science, and engineering services. Since then, the company has achieved several milestones supporting this new portfolio of services and expanding its customer footprint, demonstrating a commitment to growth and innovation.

Strengthening Top Customer Relationships and Securing Landmark Contract Wins

As shown in Figure 1 below, ECS Federal’s portfolio spans multiple agencies, with a heavy concentration across the U.S. Department of Defense, Federal Bureau of Investigation (FBI) and U.S. Department of Homeland Security (DHS). Between 2020 and 2024, ECS significantly expanded its presence within DHS, achieving 95 percent growth with DHS OCIO and 128 percent growth with CISA.

Recent and noteworthy contract wins include:

  • U.S. Department of Homeland Security (DHS), Cyber Infrastructure Security Agency (CISA), Continuous Diagnostics and Mitigation (CDM) Data Services Task Order – In September 2024, CISA awarded ECS a six-year, $528 million task order under the CDM Program to standardize and modernize cybersecurity data integration across Federal Civilian Executive Branch (FCEB) agencies. ECS provides engineering, testing, cybersecurity, operations, program management, data governance, and training to enhance federal cyber situational awareness, enabling agencies to detect and mitigate threats more effectively. This award builds on ECS’s previous five-year, $276 million task order to advance the CDM Dashboard Ecosystem, improving data visualization, ingestion, indexing, and search performance while integrating AI, ML, and threat intelligence. Over the past five years, ECS delivered a modern cyber dashboard, and this new task order will further modernize the data integration layer, supporting CDM’s mission of maturing federal network cybersecurity.
  • U.S. Department of the Army, Army Research Laboratory (ARL), AI Development Project Runway Contract– In October 2023, ECS Federal received a three-year, $190 million contract to develop and demonstrate AI capabilities by providing new AI mobility and agility across multiple critical DoD AI domains at the field level. Work includes performing AI capability experimentation in addition to development and demonstration efforts. ECS’ work on Project Maven—a flagship DoD AI program that processes drone imagery and video to detect targets using labeled AI, algorithms, and testing capabilities—positioned the company as the largest provider of AI and ML solutions to the DoD in 2022. Although Project Runway differs from Project Maven, ECS’ involvement in the latter established its legacy in AI.
  • U.S. Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Combined DNA Indexing System (CODIS) Software Development and Maintenance– In September 2017, the FBI awarded ECS Federal a seven-year, $107 million contract to provide operations support services such as software development and maintenance to the Criminal Justice Information Services (CJIS) CODIS program. CODIS blends forensic science and computer technology into a tool for linking violent crimes. It enables federal, state, and local forensic laboratories to exchange and compare DNA profiles electronically, thereby linking serial violent crimes to each other and to known offenders. Since 2015, ECS has supported the DOJ’s CODIS modernization initiative, delivering DevSecOps capabilities to enhance rapid information sharing and expedite investigations. CODIS has contributed to solving over 600,000 cases since its inception. Job descriptions from ECS supporting CODIS indicate they provide Agile software development and maintenance for the new web-based application hosted in a cloud environment, along with asset inventory management and internal configuration management audits. This award highlights ECS’ strong relationship with the FBI, bolstered by their work in cybersecurity, identity and access management, and credentialing services under the FBI ITSSS vehicle, their recent seat on the eight-year, $8.6 billion ITSSS-2 BPA which only reinforces access to future contract opportunities with the FBI.

Expansion into the Health and Human Services Market

Over the past year, ECS Federal has secured several contracts with the U.S. Department of Health and Human Services. While these wins may be isolated, the National Institutes of Health (NIH) and the Centers for Medicare and Medicaid Services (CMS) have not been major clients for ECS in the past four years, suggesting potential for the company’s expansion into new markets. Notable contract wins include:

  • U.S. Department of Health and Human Services, National Institutes of Health, Advanced Research Projects Agency for Health (ARPA-H), Health Science Futures and Scalable Solutions – In December 2024, ECS Federal was awarded a four-year, $96 million contract to support ARPA-H’s Health Science Futures and Scalable Solutions offices. ECS provides programmatic services and expertise in biotechnology, neuroscience, regenerative medicine and cell therapies, as well as addressing challenges in healthcare access, equity, and the global supply chain. ECS leverages strategic planning, program management, and financial advisory services to support these initiatives.
  • U.S. Department of Health and Human Services, National Institutes of Health, Advanced Research Projects Agency for Health (ARPA-H), Strategic Technical ARPA-H Talent Support (STATS) IDIQ – In January 2024, ECS was awarded a seat on the five-year, $500 million STATS IDIQ to provide technical, financial, administrative, acquisition, and business process support services. The contract includes support for new programs, risk management, budget formulation and execution, documentation, procurement support analysis, and business tool development. ECS Federal has received one $86 million task order under STATS thus far.
  • U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services, Office of Acquisition & Grants Management (OAGM), Cybersecurity Integration Center Operations (CCIC OPS) – In March 2024, ECS’  subsidiary, Iron Vine Security, was awarded a four-year, $120 million contract to provide cybersecurity services to CMS. ECS continues to offer managed cybersecurity services for CMS and the CMS healthcare Marketplace, including enterprise security operations support, incident response management, SOC-as-a-service, threat intelligence analytics, data forensics, security engineering and architecture, penetration testing, and breach and attack simulation. This ongoing work leverages ECS’ extensive security infrastructure, including SIEM deployment, SOAR integration, and expert cybersecurity professionals, ensuring CMS maintains a resilient defense against emerging threats. This is a continuation of providing cybersecurity services to CMS since 2016.

In addition to these contract wins, ECS Federal recently announced a partnership with SAS to help federal agencies and commercial health systems modernize, streamline, and enhance ECS’ AI capabilities. The two companies will focus on developing AI solutions that will enable customers to reduce clinician burnout, optimize supply chains and patient scheduling, automate contact center support, and more. The move combines ECS’s expertise in AI models and integration with SAS’ deep experience in U.S. civilian health to serve customers better at this pivotal time in AI integration.
