Booz Allen Hamilton’s Top Federal Customers and Notable GSA AAS Wins

Figure 1 – Booz Allen Hamilton’s top customers.
Over the past five years, Booz Allen Hamilton has realized measurable portfolio expansion driven by GSA AAS awards across defense and civilian agencies.
Navy
The U.S. Navy remains Booz Allen Hamilton’s second-largest customer and a major contributor to recent growth. The company secured a five-year, $204 million contract to provide IT services for the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). This award represented an increase over the prior $123 million contract, demonstrating both successful recompete performance and expanded scope. The competition reportedly included only one additional bidder.
Air Force
Within the Department of the Air Force ecosystem, Booz Allen Hamilton has captured several high-value programs supporting research, development, and space operations. In 2025, the firm received a five-year, $1.2 billion contract to support the Air Force Research Laboratory’s Shadow Raptor program, reflecting major investment in advanced capabilities. In 2023, Booz Allen Hamilton secured a five-year, $531 million Ground Systems Engineering and Integration Support task order from Space Systems Command (SSC).
Army
Booz Allen Hamilton has substantially expanded its U.S. Army portfolio through major awards issued under GSA Assisted Acquisition Services (AAS). In 2024, the firm secured the five-year, $2.6 billion Solutions for Modernization Analysis Readiness Capability Threat and Training (SSMARTT) task order, a large-scale effort focused on modernization, readiness, threat analysis, and training support. That same year, Booz Allen Hamilton also won the six-year, $716 million European Theater Operations and Planning Services (ETOPS) contract, strengthening its role in operational planning and support across the European theater.
Office of the Secretary of War (OSW)
Growth within the Immediate Office of the Secretary of War has been driven primarily by the five-year, $1.5 billion MORPHEUS task order, also acquired through GSA AAS. This large-scale engagement positions Booz Allen Hamilton as a key provider of enterprise support to senior defense leadership, reinforcing the firm’s presence at the highest levels of Department of Defense decision-making and operations.
Note that MORPHEUS is being recompeted under NIOBE. GSA AAS is again running this competition.
GD4A-Relevant Contract Highlights
Several recent awards directly align with GD4A priorities in ISR modernization, edge computing, and AI-enabled C5ISR integration.
Shadow Raptor (September 2025)
Awarded by the Air Force Research Laboratory (AFRL) under the U.S. Department of the Air Force:
- Five-year, $1.2 billion ceiling
- IT engineering and analytical support for ISR domains
- PED system enhancement
- Modernization of sensor and intelligence data architectures
This program advances ISR network resiliency and analytic acceleration.
Nimbus Technical Engineering Task Order (May 2025)
Also awarded by the AFRL:
- Three-year, $210 million ceiling
- Technical engineering support across C5ISR missions
- Systems engineering and integration
- IA/cybersecurity, certification, testing
- AI/ML analytics and cross-domain data sharing
- Agile software development
Nimbus strengthens data interoperability across domains.
Advanced Battle Management System (ABMS), Distributed Battle Management Node (DBMN) Phase II Tactical Operations Center-Light Prototyping (July 2025)
Supporting the Advanced Battle Management System (ABMS) under the Air Force Life Cycle Management Center (AFLCMC), the Distributed Battle Management Node (DBMN) Phase II Tactical Operations Center-Light (TOC-L) prototype. In partnership with L3Harris Technologies, Booz Allen was awarded:
- Five-year, $315 million ceiling
